Forces for Peace: Realities of Peace Support Operations in Africa

In the days leading up to the 39th AU Summit the FES Dakar Peace and Security Competence Centre’s Publication titled “The Future of Peace Support operations in Africa Aligning the AU, UN, and EU for Effective and Legitimate Interventions” was launched in Addis Ababa. The launch took place in a high-level dialogue jointly organized by FES AU Cooperation Office and the Institute for Peace and Security Studies of Addis Ababa University. The publication was first launched during the UN Peace Operations Review Week which unfolded in New York in 2025. The publication offered a collection of analysis on the distinct dimensions of the shared challenges of peace support operation in Africa by leading African and international experts analyzing these issues. The Africa launch of this publication took place along with the newly published policy paper titled “The future of peace support operations in Africa Aligning the AU, UN, and EU for effective and legitimate interventions” by Dr. Ueli Staeger.

The dialogue about publication and paper examined how African-led peace support operations can operate more effectively in environments marked by constrained resources, evolving international engagement, and complex conflict dynamics. Attention was given to lessons from recent and ongoing operations in the DRC and Somalia, including questions of mandate design, political processes, civilian protection, and coordination among multiple actors. The dialogue also explored the broader implications of emerging financing and governance frameworks for peace operations, including the role of the African Union, regional economic communities, and international partners. By holding the discussion on the margins of the 39th African Union Summit, the organizers aimed to ensure that insights from the research would complement ongoing continental policy debates and inform decision-making by policymakers, practitioners, and other stakeholders. It was attended by over 40 participants drawn from diplomatic missions, regional organisations, civil society, and academia.
