High-Level Dialogue on Non-Military Conflict Intervention Practices

The Friedrich-Ebert-Stiftung (FES), with African Non-military Conflict Intervention Practices (ANCIP) network convened a high-level dialogue to reflect on Africa’s evolving approaches to conflict prevention and resolution. The ANCIP project is a collaborative research effort involving Research Centre Global Dynamics (ReCentGlobe) at Leipzig University’s, the Peace Research Institute Frankfurt, (PRIF) and the Institute for Development and Peace (INEF) at the University of Duisburg-Essen.

High-Level Dialogue on Non-Military Conflict Intervention Practices

At the core of the dialogue was the presentation of key findings from ANCIP’s research on non-military conflict intervention instruments of the African Union (AU). The research is available on an online platform where project outputs, including an interactive dashboard and a comprehensive database of non-military conflict interventions can be found. 

A central focus of the dialogue in Addis was the African Union’s institutional architecture and its role in preventing conflicts across the continent. ANCIP’s presentation highlighted AU Liaison Offices, FemWise as well as WISEYouth diplomacy andthe contribution of civil society organizations (CSOs) to early warning systems as strategically important, since they connect continental frameworks with national contexts. The research also underscored the highly relevant preventative role of these mechanisms, but identified the need for better financing and more structured collaboration between the different instruments and institutions, particularly in data sharing, trust-building, and joint response mechanisms. The researchers concluded that strengthening the coordination of these instruments and ensuring adequate resourcing are critical steps to enhance the AU’s overall conflict prevention capabilities. 

Participants shared the notion of strengthening institutional coherence, investing in local capacities, and ensuring that diverse actors are meaningfully included in peace processes.

The dialogue concluded with a shared recognition that non-military approaches to conflict intervention are essential to sustainable peace.
